ENTSO-E, along with its member Transmission System Operators (TSOs), ACER, National Regulatory Authorities (NRAs), and Regional Coordination Centres (RCCs), has officially launched an Expert Panel to investigate the causes of the Iberian Peninsula blackout that occurred on 28 April 2025.
The investigation will unfold in two phases: first, to identify the root causes, and second, to propose measures to prevent future incidents.
ENTSO-E will present the findings to the European Commission and Member States, with a final report expected to outline strategies for enhancing grid stability across Europe.
