PJM launches process to optimize rules regarding data centers integration to the grid

US power grid operator and GO15 member PJM Interconnection has launched a fast-track “Critical Issue Fast Path” to establish rules for integrating data centers and large loads into its grid.

This step is driven by a 32 GW projected demand surge by 2030 —primarily from data centers— amid tight supply conditions and record capacity auction prices.

The goal is to file a proposal with FERC by year-end for implementation before the 2028/2029 capacity auction. Key focus areas include:

  • resource adequacy (adjusting auction rules for unbacked loads)
  • reliability criteria
  • interconnection reforms
  • stakeholder coordination, especially in Northern Virginia’s “Data Center Alley” (250+ centers).
Solutions may involve demand response, PPAs, or stricter interconnection rules. The initiative by PJM highlights the urgency to balance rapid integration with grid reliability as digital infrastructure expands.
