PJM’s annual transmission planning report highlights transmission projects approved in 2025

GO15 member and U.S. power grid operator PJM Interconnection published its 2025 Regional Transmission Expansion Plan (RTEP) report, which documented the 122 baseline projects ($11.8B) PJM identified in 2025 to maintain grid reliability amid shifting power flows, alongside 445 network upgrades ($959.1M) to support new generation interconnections.

Load growth is accelerating, driven primarily by data centers and other “large load” customers, with a projected 3.1% annual peak increase over the next decade.

To address reliability risks, PJM has reformed its interconnection processes. This includes the implementation of PJM’s “first-ready, first‑served” cycle-based study approach for new generators, as well as the introduction of new initiatives like the Reliability Resource Initiative (RRI) and Capacity Interconnection Rights (CIRs) transfer reforms to add additional pathways to speed the addition of new generation.
